2,3 (cloned lists, bulk text messaging)

B.    cloned lists of cell phone numbers and the use of a mass or bulk text messaging service

Some universities have outsourced lists of fans' cell phone numbers to telemarketing organizations.  It's an attempt to find new customers and bolster season ticket sales.  But you need not look too far if you're worried about the prospect of a cloned list.  The lists already exist in the form of campus text emergency alert and various other opt-in notification systems.

What if someone obtained a list of 100 fan cell phone numbers in a crowded stadium?  With access to a bulk text messaging service and a nefarious agenda, what could they be capable of doing?  What about 500 corresponding cell phone numbers?  What about 1000?  What about 5,000?  What about 25,000?
